Matthew is a career surety professional who entered the surety world as underwriter trainee at the AIG Home Office in New York in 1989. He wrote his first LIHTC bond (LIHTC Recapture) in 1995 as underwriter for Amwest Surety and has been hooked ever since. Representing some of the top affordable housing developers in the country, Clarke is committed to the agendas of developers and sits on numerous boards. He is author, commentator, and speaker on the importance of surety in LIHTC.

Richard is an Alabama native bringing critical risk management skills to head up CIG’s insurance division. With an impressive Merchant Marine Officer background and innate understanding of how to structure required insurance on the partnership level, builder/developer and management sides, he and his team consistently provide winning quotations while keeping costs down on LIHTC deals. As a former underwriter, Richard has the ear of key insurance underwriters across the country to maximize solutions for vertically integrated affordable housing developers. Richard holds a BS in Business Administration from Birmingham-Southern College, MS in International Transportation Management from New York Maritime College, Unlimited Tonnage USCG License and Commercial Lines Coverage Specialist designation from the Hartford School of Insurance.

Juan joined Carolina Indemnity Group in 2022 and heads our accounting and investment departments. He also oversees compliance and regulatory matters, and has become an expert in the use of tax credits in affordable housing. Juan joined us from with prior experience in corporate accounting roles in the travel and education industries, where he built a solid foundation in financial analysis, reporting, and strategic planning. He earned a degree in Accounting from Universidad Blas Pascal in 2021.

Sadie joined CIG as College of Charleston intern in 2023 and established herself as a vital member of the underwriting team. Certified in over a dozen applications, Sadie uses her technical knowledge to benefit affordable housing developers. She is currently pursuing her BS in Computer Information Systems at the College of Charleston and is bringing CIG well into the 21^st Century.

A self described “LIHTC dork”, Jeff can be seen around the water cooler feverishly reading various state QAPs while talking to clients on the phone. Jeff is both analytical and personal – key attributes in the making of a successful surety man. Originally from Goldsboro, North Carolina, Jeff earned a BS in Business Administration from UNC-Chapel Hill in 2001, then got to Charleston as fast as he could. Jeff spends his spare time mastering mock LIHTC applications.

CJ joined Carolina Indemnity Group in 2024 as intern from the College of Charleston and quickly became an integral part of the team. CJ gets to the root of an opportunity or problem with an enviable professional alacrity. Hailing from the Charlotte area, CJ saw the light and high-tailed it to Charleston in 2023 where she is finishing her degree in Finance at CofC while simultaneously learning how to underwrite surety for tax credit developers at CIG.

A problem solver and innovator, Mackenzie is a programmer and developer of software critical to the agency’s success. A South Carolina and International Fellow at the College of Charleston, MacKenzie shares her deep sense of collaboration and convergent thinking with other staffers as guideposts to realizing team goals.
